Justices of the peace were elected by the county zemstvo assembly for 3 years. Among them we meet the names of persons well known in our city for their social and charitable activities: the county marshal of the nobility A. Dyzderev, the founder of the famous dendrological park V. Ustimovich, the chairman of the county zemstvo council D. Miloradovich, a former member of the State Duma, the owner of a beautiful estate in the village Manzheleya V. Ostrogradsky, Count Kapnist.

After the revolution, trade union organizations were located in the House of Justices of the Peace and it was called the House of Unions. In 1938, the building was transferred to the Kremenchuk children. The House of Pioneers and Schoolchildren was set up here, in which an assembly hall for 200 seats, a cozy lobby, a reading room, lounges for October, board games, a photo lab, chess and checkers, and sports halls were equipped.

The building was located at the corner of Pushkin (now September 29) and Butyrin (now Mazepa) streets. The building was destroyed during World War II.
